FIRST 5 is working locally to increase the number of low-income children in high-quality preschool programs, through the use of CSPP QRIS Block Grant funds.

The block grant is aimed at raising the quality of California State Preschool Programs (CSPP) in Santa Clara County by providing additional quality improvement supports and incentives which include:

  • Quality improvement grants and awards
  • Funding for staff release time to attend professional development classes
  • Participating in the CARES Program
  • Coaching and mentoring
  • Training, and onsite support for comprehensive behavioral and developmental screenings

The block grant builds upon an existing statewide Race to the Top QRIS structure which rates early childcare programs for levels of quality and encourages them to raise their quality standards. Block grant participants develop an action plan to set ambitious, yet achievable, targets for their programs to increase their level of quality.

CSPP agencies are rewarded for reaching higher quality standards and leveraging local resources for continuous quality improvement.
